Council has granted a Notice of Decision to issue a permit for an application at 4 Margaret Street, Oakleigh South.

The application seeks to construct buildings and works to the existing building and use the premises for a place of assembly.  

Council sought community feedback on the proposal and received 10 objectives.

The hours of operation and maximum number of patron allowed at any one time are limited to:

  • 10.30am – 6.30pm – Monday to Friday – 20 patrons.
  • 10.30am – 4.30pm – Saturday and Sunday – 20 patrons.
  • 6.30pm- 8.30pm – Monday to Friday – 50 patrons.
  • 4.30pm- 8pm- Saturday and Sunday – 50 patrons.

Permit conditions also required the applicant to submit a car parking management plan for ongoing management of on site car parking provision.

Background

Council sought community feedback on a proposal to use the existing premises at 4 Margaret Court, Oakleigh South for place of assembly. 

Feedback was formally sought by Thursday 7 May 2020.

Please note: Stage 3 restrictions currently apply in Victoria due to the COVID-19 pandemic which limit any gatherings of people. Any gatherings would not be permitted until restrictions are lifted by the State Government. 

The proposal sought to:

  • To use the existing premises for a place of assembly (Sankat Mochan Indian Cultural Centre) to provide spiritual, social and education facilities to the Hindu community
  • To accommodate a maximum of:
    • Monday to Sunday: 10.30am to 12.30pm – 25 patrons
    • Saturday & Sunday: 4.30pm to 8pm - 50 patrons
    • Monday, Wednesday, Friday: 6.30pm to 8.30pm - 50 patrons
    • Tuesday: 6.30pm to 8.30pm - 250 patrons (special regular activity)
    • Thursday: 6.30pm to 8.30pm - 100 patrons (special regular activity)
  • To increase the existing mezzanine area by 45 square metres, from 148 square metres to 193 square metres
  • A car parking reduction of 69 car parking spaces
  • Display of signage.
