Update - June 2022
Council has received advice that the Minister for Energy, Environment and Climate Change has approved the residential social housing development submitted under the State Government’s Victorian Big Housing stimulus on 22 June 2022. The proposal is subject to new provisions of the Planning Scheme that remove the need for a planning permit where the development is funded under the program and carried out by or on behalf of the Director of Housing.
The development plans approved by the Minister are generally as submitted and considered by Council at the meeting of 25 January 2022, with minor modifications to address waste management issues. The approval package also includes landscaping, tree management, construction management and waste management plans.

At its meeting of 25 January 2022, Council resolved to advise the applicant that the multi-level residential development under the Victorian Big Housing Build stimulus is generally consistent with the provisions of the Monash Planning Scheme and the approved development under the existing Planning Permit.

Background
Development plans and supporting documents have been received for a residential social housing development submitted under the State Government’s Victorian Big Housing stimulus for 2263-2267 Dandenong Road, Mulgrave.
The proposal is subject to new provisions of the Planning Scheme with Clause 52.20 introduced under Amendment VC190 (gazetted on 1 December 2020). The provisions remove the need for a planning permit where the development is funded under the program and carried out by or on behalf of the Director of Housing.
As part of the approval process, the applicant is required to consult with Council and the community.

About the proposal
The proposal is for a four-storey apartment building comprising of 72 apartments and 9 three-storey townhouses and is a similar layout to the development approved under Permit TPA/47349 issued on 3 August 2018.
Details are as follows:
- The apartment building with 72 units will be developed for social housing
- Car parking for the apartments is to be provided in a two level basement but with a reduction in spaces reduced from 101 to 85
- 5 visitor parking spaces are provided in the basement
- Vehicle access to the basement from Albert Crescent
- There is to be no change to the 9 town houses located to the rear of the apartment building
- Existing trees that were to be retained under the original permit are to be retained.

Community Information Session
In accordance with the Homes Victoria guidelines, an online community consultation session was held on Tuesday 30 November 2021.
How to make a submission
Feedback was requested to be provided by Monday 13 December 2021.
This feedback will be considered to inform the final proposal that will be submitted to DELWP under Clause 52.20 of the Planning Scheme.
All feedback received, including how it has been considered, will be summarised in a consultation report and will be available on the Homes Victoria website. This report will also accompany the application submitted to DELWP.
