Residential Parking Permits

Council provides residential parking permits for residents who live in streets with parking restrictions.

Permits expiring 31 October 2024 will be valid until 30 November 2024. This will allow sufficient time for the receipt and display of the new permits.

Renewal letters are being printed and scheduled to be posted out toward the end of September. Residential Parking Permit applications lodged after 1 January 2024 will be auto renewed except for Carers and/or Prescribed Accommodation (Rooming houses). A letter will be sent out to all carer permit holders, and to the owners of rooming houses (as the owners must apply for these, not the tenants).

If your existing permit is displayed, no enforcement will occur until 30 November 2024. All permit holders still have the responsibility to display their current permit as per the permit conditions.

All permit holders must display their new permits upon receiving it or from 1 December 2024, whichever occurs first.

If your permit becomes too faded for view, a replacement will be issued upon return of the original permit to Council.

An additional permit may require payment. A tax invoice will be issued once the additional permit has been assessed and approved. The permit will then be sent out only after payment has been made and receipted.

Am I eligible?

Single dwelling site:
Up to 3 permits FREE. Maximum of 1 additional permit.

2 to 4 dwelling site:
1 permit per dwelling FREE. Maximum of 1 additional permit per dwelling.

Up to 6 dwellings across a 2 house site:
1 permit per dwelling FREE. Maximum of 1 additional permit per dwelling.

5 or more dwelling site:
No permits as of right. However, for blocks of older units (built pre-1995) that have insufficient parking on site, access to 1 permit per unit FREE

Student Accommodation:
2 permits per premises FREE. No additional permits.

Boarding House:
2 permits per premises FREE. No additional permits.

Residential vouchers:

  • Booklet of 10 daily permits. Maximum of one booklet every six months.
  • ‘Carers’ permits – FREE.
  • Special Events - Permits available for up to 30 vehicles for a ‘special event’. 1 special event per permit/dwelling/per annum. FREE.
  • Additional special event permits. Maximum of 5 special event permits issued per property, per year.
  • Permits for vehicles attending a wake or similar activities associated with a funeral - FREE. 

Not eligible

Occupy a property located in commercial and industrial areas

Live above a business in a shop-top dwelling

Live in multi-unit apartment complex

Supporting documents

You need to provide 2 of the items listed below to prove you live at the property. These items are:

  • Monash rates notice
  • Lease agreement
  • A utility bill no older than two months
  • Vehicle registration papers
  • Company vehicles - letter on company letterhead
  • VicRoads change of address notice
  • Proof of concession (if required)
