Update

Monash Council will not proceed with a major redevelopment in Glen Waverley to create a new community precinct, including a state-of-the-art library and town square on the Council-owned Central Car Park site.

Background

Council wants to create a unique community precinct on the Central Car Park site in the heart of Glen Waverley.

We see a terrific opportunity to build a town square that will be a meeting place for anyone who uses Glen Waverley - a place for people to eat lunch, meet friends, reflect or just catch some sun.

Framing the square on the site, we hope to construct a new library and community meeting spaces. This is an opportunity to build a library of the future - a place of community, vibrant activity (but also with quiet areas for reading), socialising, coffee and play.

We are planning a number of highly flexible community spaces which can accommodate small meetings through to gatherings of up to 600 people.

We want this to be cost-neutral for ratepayers which is why we are looking for a leading developer to deliver it is part of an appropriate mixed-use development on the site.

Seeking your ideas

You could share your ideas via an online survey (until 5 February) or at community conversations in December and late January.

About the proposal

Based on community consultation and feedback from the last three years, we are planning a mixed-use development involving the following principles:

  • The creation of a vibrant town square on the part of the site adjacent to Kingsway;
  • A new modern library and community meeting spaces on part of the land;
  • The relocation of the existing car parking on the site to below ground or to another site; and
  • Appropriate development on the rest of the site to offset the costs of the public works and the car park relocation to keep it cost-neutral for Monash ratepayers.

Council now wants to explore these concepts further. We have recently commenced an Expression of Interest (EOI) process(PDF, 5MB)  to test if it is financially feasible. And we now want to further engage you and other residents on how best to shape the public works on the site.
