Home of National Premier League Oakleigh Cannons, the new pavilion will meet National Premier League standards and will accommodate an increase in football participation, particularly for women and girls. The project will include: * One female-friendly change room * Two female-friendly referees change rooms * A large social space and outdoor deck * First aid room * Timekeeper and media room * 500 undercover seat grandstand * An upgrade of the field lighting to LED and 500 lux * Landscaping and supporting infrastructure. The total project budget of $14.73M includes an $8.2M commitment from Council, $4M from the Victorian Government, $2M from the Australian Government and $530,000 from the Oakleigh Cannons. Works are expected to be completed by the end of September 2025. Page 3 Message from Mayor Cr Nicky Luo When I moved to Glen Waverley with my family in 1997, Kingsway was a suburban shopping strip much like many others. But soon after, a new Kingsway was born with savvy traders embracing the potential of the street and new restaurants and cafes opening up. People flocked to experience the food and entertainment on offer, and Kingsway became a destination for those passionate about great food. Kingsway was the place to go to try interesting new foods, experience great dining and for hard-to-find ingredients for recipes celebrating international dishes. Kingsway has always been our go-to place for my family and friends. Many memorable moments shared at many of the restaurants and cafés. I used to work at the Carousel Ice Cream shop on Kingsway, and I still remember the first weekend shift after the Village Cinema opened in late 1998 and the little shop was packed with customers. Like it was in the late 1990s, today Kingsway, Glen Waverley and Clayton are going through a period of transition. The State Government Suburban Rail Loop Project, a 90km railway link connecting all major metro rail lines, is supported by Council and will be a gamechanger for Monash, particularly Clayton and Glen Waverley where two station hubs will be located. Work on this project has begun in both these locations and Council is working closely with the Suburban Rail Loop Authority and local traders to make the impacts of these works as minimal as possible. There will be disruptions as the work progresses, but traders continue to offer fantastic places to eat and shop. I want to acknowledge the challenges our traders are managing as these changes occur and the efforts they are making to continue to offer great experiences despite the works going on around them. These improvements are fantastic but there are impacts for our businesses - I thank them for their resilience and determination and we are here to work with them for the best outcome. Construction of Council Bogong car park just off Kingsway, adding four additional floors to provide more than 500 car spaces, is progressing at pace and will open next year and plenty of parking is currently available at Euneva car park near the Glen Waverley station with five hours of free undercover parking and it is open 24 hours! We have big plans for Kingsway that will be coordinated around the SRL construction that will see the area further transformed with improved pedestrian spaces and increased outdoor dining. I am excited to work with our traders and community to develop how this precinct will once again reinvent itself to meet the changing needs of our community. Olympic dream created in an Oakleigh gym This year Paris Olympic Games are set to have a distinctly Monash flavour as three athletes from the Oakleigh-based Waverley Gymnastics Centre - Romi Brown, Emily Whitehead and Breanna Scott – are pushing for selection to the Australian Women Artistic Gymnastics team. Australia has qualified a full team for the Paris Games, the first time it has done so since London 2012. After a busy schedule of qualifying events, Romi (21), Emily (23) and Breanna (22) were setting themselves for the Australian Championships on the Gold Coast in May, where all the leading candidates went head-to-head in front of the national selectors. The final team for the Paris Games is expected to be announced in June with the Games taking place from 26 July – 12 August. In 2021 Waverley moved to a purpose-built training venue as part of Council $25 million Oakleigh Recreation Centre redevelopment. It is regarded as one of the best gymnastics venues in Australia. Each year the festival brings together readers and writers for a series of author talks, writing workshops and the Monash Short Story Writing Competition. The festival creates safe and vibrant spaces to enjoy the sharing of ideas and engage in public discussion. All lectures and authors talks are FREE, however, bookings are essential. Launch Event with Tracey Spicer, Thursday 20 June, 7pm, Clayton Theatre Tracey will discuss her new book Man-Made: How the bias of the past is being built into the future where she exposes the next frontier of feminism. Man-Made aims to open readers eyes to a transformative technological shift in society and give them the tools to make positive change. Tracey is a multiple Walkley Award winning author, journalist and broadcaster who has anchored national programs for ABC TV and radio, Network Ten and Sky News. The inaugural national convenor of Women in Media, Tracey was named in 2019 the NSW Premier Woman of the Year, accepted the Sydney Peace Prize alongside Tarana Burke for the -Me Too- movement, and won the national award for Excellence in Women Leadership through Women & Leadership Australia. Have your say: administrative amendment Council is consulting with affected landowners on Amendment C157. The Amendment corrects the zoning of 181 parcels of publicly owned land by ensuring that the zoning reflects the public ownership status of the land, including land owned by Council, VicRoads and Melbourne Water. The Amendment also proposes to remove a Design and Development Overlay from three Council-owned sites in the Glen Waverley Major Activity Centre. The amendment does not change the use of the land. Visit shape.monash.vic.gov.au/amendment-c157 Council Elections The local government elections in October 2024 are coordinated by the Victorian Electoral Commission, visit vec.vic.gov.au for more information or to check and change your enrolment.  Page 7 Councillor news Cr Brian Little In April the Environmental Advisory Committee, which I chair, got the chance to review the 2022/23 Progress Report on Council Zero Net Carbon Action Plan. The plan, initiated in February 2020, set a target of zero net greenhouse gas (GHG) emissions through Council activities by 2025. We have not been idle. Solar installations include 220kW at MARC, 200kW at the Clayton Aquatic centre, 80KW at the Civic Centre, and 90kW at the Monash Operations Centre. Even the Men Shed in Glen Waverley got 9.6kW. We have changed out old gas heating systems for more efficient condenser boilers or heat pumps. We have changed lights to LED and moved some of our vehicle fleet to electric. We have also done energy audits of council buildings and introduced recycled materials into construction contracts where feasible. So how are we doing? In 2018/19, our base level, our GHG emissions were estimated at 20,503 tonnes CO2e; in 2022/23 it was 8,119 tonnes, a reduction of more than 60%. Of interest is the mix of carbon sources. In 2018/19 our five top greenhouse gas sources were: electricity, including public lighting (59.5%), natural gas (15%), asphalt and concrete (8.2%), fleet vehicles (7.2%) and employee commute (6.9%). In 2022/23 it was a very different picture with gas consumption representing almost 32%, asphalt and concrete almost 42%, and fleet fuel 18%. We have initiatives to reduce gas consumption through heat pump technology, but the asphalt and concrete figures illustrate we need to use less virgin materials and energy intensive asphalt and concrete (globally the production of cement creates a mind numbing 1.6Bt of CO2e pa). Hopefully there are cost effective solutions for this in the near future. We have to ask: how is the wider Monash community going? According to the Snapshot Climate report, CO2e produced in Monash in 2021/22 was 2.88Mt (million tonnes), down from 3.1 Mt in 2018/19 (-7.25%). According to the ABS between 2018/19 and 2022/23 our population grew from 198,000 to 203,500 and according to the Australian Photovoltaic Institute the number of solar panel installations at the end of 2023 was 16,018, an increase of almost 8,400 from 2018/19, and representing around 21.8% of dwellings. That is below the State average of 26.1%, and way behind Queensland (45.8%) and SA (44.9%). A question Council needs to explore is, what is stopping Monash residents installing solar panels like other parts of Australia?
