Monash Council is partnering with the Victorian Government to develop Dorrington Child and Family Hub, a new integrated early years facility at 7 Dorrington Drive, Mount Waverley.

This new facility will support the health and development of children and their families, and forms part of our ongoing commitment to improving access to early childhood services.

Dorrington Child and Family Hub will include:

  • Two 33-place kindergarten rooms with outdoor learning environments
  • A multi-purpose room / playgroup space with facilities to support people with sensory processing differences and neuro-divergent people.
  • A new base for Council’s Maternal and Child Health (MCH) Sleep and Settling program and lactation program (including a parents’ lounge, day stay sleep rooms, office, and courtyard garden).

The single-storey facility will also cater for the Victorian Government’s funded kindergarten program for three-and four-year-old children, with the Victorian Government contributing $4.5 million towards the $6.3 million project. Council will contribute $1.8 million.

Demolition of the building currently on the site is planned for December 2023 – February 2024.

Construction is scheduled to start in early 2024, with the aim of having the building ready for service delivery in 2025.

All work by our contractors will be in line with the EPA noise control guidelines of 7am to 6pm, Monday to Friday, and 7am to 1pm on Saturday, keeping noise disturbance to a minimum.

The on-site car park and vehicle entry accessed by Huntingtower School will be retained, with some parking spaces partitioned during the works.

All highly significant trees on site will be retained and protected during construction. Some smaller trees and shrubs will be removed with extensive landscaping and planting of new trees as part of the project.

Council has awarded the tender for design services for this project to AOA Christopher Peck Architects. 

December 2023 update: demolition and construction tender

Early demolition works are underway at Dorrington Child and Family Hub, with the bulk of demolition work scheduled to begin in the new calendar year on the week commencing 8 January 2024.

There will be some noise related to the demolition activities during daylight hours and truck movements around the site.

Demolition works are anticipated to finish by the end of February 2024. Construction will begin after and continue throughout the rest of 2024, with the aim of having the building ready by Term 1, 2025.

At its December 2023 meeting, Council awarded the construction tender from 2Construct Pty Ltd. Read the Council report detailing the competitive tender process.

A 2021 building condition assessment report found that demolition of the vacant existing building was necessary, as it would require significant and costly remediation works to retain the current building.

Any hazardous material is being removed by a licensed and experienced specialist, per strict regulatory requirements and under WorkSafe regulations. Dust control measures will be in place during demolition and a qualified Hygienist will be in attendance to undertake air monitoring. A clearance certificate will be provided upon completion of works, and local residents and WorkSafe have been notified.
