The extension of Bogong Car Park in Glen Waverley is nearing completion and will open in the first half of 2025, with Council previously awarding the construction tender to Building Engineering Pty Ltd.
The $40m+ extension of 4 additional floors will provide more than 500 new car parking spaces – taking the capacity to over 1,000. About 300 car spaces in Glen Waverley will be removed when the Suburban Rail Loop Authority acquires Council's carparks in Montclair Avenue.
The Bogong extension will replace some of those carparks. We also have plans to reduce approximately 100 car spaces in Kingsway as part of a proposed project to revitalise this shopping strip. The proposed project includes more greenery and pedestrian access. These spaces could also be accommodated at Bogong.
Construction of the Bogong extension started in July 2023 and will be finished and open for use in Autumn 2025.
The extension will include:
- Four additional levels, taking the capacity to 1,037 (522 additional spaces)
- New building facade featuring public art and specialist lighting
- Improve lifts
- Ten motorcycle spaces
- Two EV charging bays, with the ability for this to be expanded in the future
- Smart parking assistance and wayfinding signage
- A PV solar system that will power the building's lifts, lighting, EV charging bays and other services.
Parking during construction
During construction the Bogong Car Park will close, and Council is urging visitors to Glen Waverley to make use of the nearby Euneva Car Park.
Signage will be in place before construction gets underway telling people about the closure. Council is also making changes to on-street parking restrictions in the surrounding streets to create additional capacity.
Traders and employees in the Glen Waverley Activity Centre who are trader parking permit holders will be able to park in the local street network (more information about this below) and on level six of Euneva Car Park.
Why more parking in Glen Waverley?
Council has been steadfast in its commitment to providing additional and replacement car parking spaces to residents and local businesses and had previously identified its land, at 31–39 Montclair Avenue, for redevelopment as a mixed-use multi-level car park.
However in June 2021, Council resolved that it would not be progressing with the detailed design of the Montclair Avenue multi-level car park following notification by the Suburban Rail Loop Authority (SRLA) that the land is to be required for stage one of the Suburban Rail Loop (SRL) project.
Changes to parking restrictions in local street network during construction
The existing car park will be unavailable during construction, which is expected to start by July and be completed by early 2025. During this time, we will be making changes to on-street parking restrictions in the surrounding streets to accommodate people who visit and work in Glen Waverley. We will start changing parking restrictions in these streets in early July in anticipation of the closing of the carpark.
Residents and visitors will be able to park in the new parking restriction areas, with residential parking permits required to be displayed if you plan to stay longer than the allowed time.
The main change is the provision of a new 2P, 8am-8pm, Authorised Vehicles Excepted restriction, with some existing restrictions also being updated to 2P, 8am-8pm. Authorised vehicles that will be allowed to park in these areas for longer than the restrictions allow, are those belonging to workers within the Activity Centre and displaying a valid permit. Once implemented, our team will monitor this change and, if necessary, extend or modify the parking controls.

Parking restrictions in local street network after Bogong re-opens
With significant work and related disruption on the Victorian Government’s Suburban Rail Loop project expected over the coming years, we will be maintaining the above restrictions in the local street network when Bogong Car Park is re-opened in Autumn 2025.
Residents will be informed about this in late-March(PDF, 237KB) and a map of these restrictions is available(PDF, 735KB).
