Supplier Compliance with Occupational Health and Safety Requirements

From 1 January 2025, compliance in Rapid Global will be a mandatory requirement for preferred tenderers tendering for council contracts that have a ‘High Level’ risk level rating.

If a supplier has been shortlisted during the evaluation process, they may be contacted to register and become compliant on Rapid Global. As this is now a mandatory requirement, if a supplier does not agree to become compliant on Rapid Global, Council reserves the right to disqualify the tenderer as per the published tendering conditions.

Contracts with a ‘Medium/Low’ risk level are required to complete an OHS questionnaire and may be inducted into Council’s internal risk management system ‘Elumina’.

If you have tendered for a council contract or have been awarded an active contract prior to the above-mentioned date, the mandatory requirement to be compliant on Rapid Global does not apply.

Monash Council, along with 9 other Victorian councils, have formed a joint account in Rapid Global called ‘The Amalgamated Councils of Victoria’. Rapid Global is an online system that provides a centralised real-time dashboard to manage contractors’ compliance with OHS requirements.

The Amalgamated Councils require suppliers to complete an OHS questionnaire, based on the risk profile of the works they intend to undertake.

Suppliers will be required to upload their OHS documentation and certificates, for example, Public Liability Insurance and Trade Licences.

A supplier who submits a quotation or tender for a ‘High Risk’ Council contract may be contacted during the evaluation process to register and become compliant on Rapid Global.

Suppliers providing services/works rated as ‘High Risk’ must be registered and compliant in Rapid Global before a contract is formally executed with Council (unless approved exceptional circumstances apply).

Advantages of using Rapid Global

1.The questionnaire and requirements are consistent across the ten Amalgamated Councils so when deemed compliant with one council, Suppliers are also deemed compliant for the same risk profile with all participating councils.  

2. Saves you time. Suppliers will not have to complete an OHS questionnaire for future quotation/tender submissions with the ten participating councils.

3. When deemed compliant to a risk profile, Suppliers will remain compliant for 2 years (subject to keeping certificates of insurances and other compliance documents up to date).

Cost

The cost for Suppliers to register with Rapid Global is dependent on the OHS risk profile of the works they have tendered for. The fee is payable annually and all costs are tax deductible.
