Council to consult on a new multi-deck car park in Montclair Avenue

Monash Council is seeking to reinvigorate the Glen Waverley Activity Centre, to improve car parking and build on the precinct’s reputation as a dining, retail and entertainment destination with more outdoor dining and an attractive and inviting streetscape.
A key part of this project is the construction of a new multi-deck car park in Montclair Avenue on the existing site of the Glendale West car park on the boundary of the Glen Waverley Activity Centre.
The multi-deck car park will provide a minimum of 1,044 spaces, including 539 additional car parks, which will be partly funded by the cash in lieu financial contributions already collected under Parking Overlays in the Monash Planning Scheme and the future sale of Council owned land at 41-47 Montclair Avenue, Glen Waverley.
The project will also include the removal of 99 car parks from Kingsway to allow for more outdoor dining and to remove traffic from Kingsway. These car spaces will be incorporated in the new Montclair multi-deck car park.
Council will also consider future improvements to Kingsway and consult on any plans in the future.
Mayor Paul Klisaris said the proposal reflects community feedback received by Council through community forums and listening posts, our annual Community Satisfaction Survey and by traders which identified lack of parking as a key concern for Monash residents.
“Kingsway has fantastic potential to be a dining and entertainment precinct to rival the best. However, the potential is being lost because of the volume of traffic passing up and down the street, the people hovering to get a car park and the congestion that occurs as people fight for a car space,” Cr Klisaris said.
“By constructing this car park away from the main thoroughfare but close enough to provide easy access to the Kingsway precinct, we have the opportunity to transform this area and alleviate the parking issues people are currently facing.
“We are working with local traders on this proposal and they are as excited as we are. The redevelopment of The Glen into a fantastic shopping hub and our plans for Kingsway will see this area develop as an outstanding retail and dining destination.
“What is being proposed is more than just a car park. It is something entirely different from what we have constructed before. It includes space for commercial enterprise, the possible provision of rental housing to cater for those who want affordable apartment living in this precinct and an area of open space for community use, all within the one site.”
Council has commissioned MGS Architects to prepare a concept design for the site. The proposal will be available for community consultation, including an online survey and community drop-in information session, with Council keen to hear feedback on the plan.
The consultation will run until Friday, December 14. The community information session will be held at Civic Centre, Glen Waverley on Wednesday, 28 November from 5.30pm to 7.30pm.
