Civic Precinct Project moving forward

Planning for the Glen Waverley Civic Precinct Project has taken another step forward with the awarding of the tender to ARM Architecture, who will now prepare schematic designs and a report for Council.

ARM Architecture will revisit a feasibility study for the project, completed in 2021, and begin pre-planning for this significant project.

The feasibility study evaluated the ability of the Civic Precinct site (adjacent to the Civic Centre)  to be redeveloped. The redevelopment includes a multi-purpose building containing a library, community meeting spaces, staff accommodation, a large hall for the hosting of citizenship ceremonies (among other uses), improved public open space and underground car parking.

The study addressed issues including:

  • The current dated condition of the Glen Waverley library (the building was constructed in 1973)
  • The lack of dedicated space for civic ceremonies and large gatherings within the Glen Waverley Activity Centre
  • The opportunities that exist to secure long term office accommodation for current and future staff levels.

Monash Mayor Stuart James welcomed ARM Architecture to the project, noting that the feasibility study had proposed some exciting design options, including a new three-storey building with two levels of library and a third level of office space and a new civic hall.

“The proposed civic hall would give us an event space suitable for larger ceremonies, like our citizenship events and Sir John Monash Awards,” Cr James said. “The project also includes improved car parking and landscaped areas.”

Community consultation forms a major part of the design process. Council is keen to hear from precinct stakeholders, by gathering information online via surveys and through meetings with user groups,  to ensure any design captures the community’s needs. 

“We will be undertaking extensive community consultation on the project,” Cr James said. “Given the significance of this site, we are very keen to hear from local traders, users of the precinct and the wider Monash community.”

Once the design work and community consultation are completed, Council will determine whether to proceed with a detailed design and, ultimately, whether to construct the new building.

The Glen Waverley Civic Precinct is located off Kingsway, adjacent to the Monash Civic Centre and includes the current Glen Waverley library.
