Delegations: Decision-Makers

What are Delegations? 

Delegations involve transferring specific powers, duties, or functions from Council to staff or committees. When a delegate exercises these powers, their decision carries the weight of the entire council. It streamlines decision-making and allows staff to handle routine matters efficiently. 

Why do we need Delegations? 

Efficiency: Delegations free up the council’s time for strategic matters by empowering staff to handle day-to-day decisions. 

Authorisations: Expert powers 

What are Authorisations? 

Authorisations grant specific individuals the authority to perform tasks based on their qualifications and expertise. They ensure that critical functions are carried out by qualified personnel. 

Why do we need Authorisations? 

Specialised Knowledge: Authorisations ensure that the right people handle complex tasks. 

Efficiency: Authorisations expedite processes by allowing qualified staff to act promptly. 

Current Delegations and Authorisations 

Monash City Council operates with several instruments of delegation and authorisation. These mechanisms are regularly updated or adjusted based on specific needs and circumstances. Here’s how delegated authority works: 

  1. Direct Delegation to CEO or Staff:

    Council powers can be directly delegated to the Chief Executive Officer (CEO) or other staff members.
    The CEO, in turn, can delegate authority to various staff members within the organisation.

  2. Delegation from Legislation:

    Staff members may hold powers of delegation directly from specific acts of legislation.
    This legal framework ensures that staff have the authority to carry out their responsibilities effectively.

  3. Appointment and Authorisation:

    The appointment and authorisation of a Council officer can occur either through the CEO or, in rare cases, directly from an act of legislation.
